Space of Russia is not simply a place to locate production forces, but a territory of social, cultural and spiritual life of people. Today the national settlement system that includes not only cities, but medium-sized and small towns, and villages is being destructed. This system is a value itself: as a manifestation of history and spirit of the nation in the form of architecture, urban planning and culture, as a lesser motherland for tens of millions of people.
