Special representative of the Governor of St. Petersburg on economic development, candidate of economic sciences, head of the project office "Management of strategic development of the Kronstadt district of St. Petersburg".
Since February 24, 2015 — Special Representative of the Governor of St. Petersburg for Economic Development. At the same time, from April 3, 2018, he is the head of the Project Office "Strategic Development Management of the Kronstadt District of St. Petersburg".
Born in 1955 in the Voronezh region. He graduated from the Mozhaisky Military Space Academy specializing in mechanical engineer and the Military Academy of Strategic Rocket Forces (ex. Military Academy. F.E. Dzerzhinsky), where he received the profession of an engineer-economist. From 1972 to 1998 he served in the Military Forces of the USSR and Military Forces of the Russian Federation. From 1998 to 2010, he worked in the Committee of Economic Development, Industrial Policy and Trade in various positions. He held the posts of head of the department of exhibition and fair activities, head of the department for entrepreneurship development. From 2009 to 2010, he served as deputy chairman of the Committee of Economic Development, Industrial Policy and Trade, and he was responsible for promoting the development of entrepreneurship, including small and medium-sized businesses, and was responsible for the implementation of the Committee's activities in the field of foreign economic cooperation. In 2010 he defended his thesis for the degree of candidate of economic sciences on the topic "State regulation and support of innovative entrepreneurship based on a cluster approach". From 2011 to 2012, he served as Chief of Staff of the Vice Governor of St. Petersburg, Sergey Vyazalov. Since January 1, 2013, he served as Chairman of the Committee on Economic Policy and Strategic Planning of St. Petersburg, formed after the reorganization of the Committee for Economic Development, Industrial Policy and Trade.
