Dmitry Milkov graduated from the Faculty of Philology and the postgraduate school of Herzen Russian State Pedagogical University. He has held managerial positions in the publishing industry and in mass media; organized festivals and art projects in music, film, literature and museum business; served as Creative Producer of "St. Petersburg… Take another look" Festival of Experimental Art in London.
He has been involved in the work of Russian and international charity organizations as expert in programs of culture and creative entrepreneurship (Open Society Institute, Vladimir Potanin's Charity Foundation, Russian Association of Culture Managers, and St. Petersburg Foundation of Culture and Art "Pro Arte Institute").
Founder of the St. Petersburg Center for Development of Creative Industries (2004). Mikov has been involved in the start-up phase of the Tkachi Creative Space in St. Petersburg. He has toured over half of Russia with lectures and workshops on creative industries and project management in culture and arts, participated in the work of expert groups in cooperation with such major specialists in creative economy as John Howkins, Charles Landry, Simon Evans, Tom Fleming, etc.
