Dr. Ismet Ovčina was born in 1957. He graduated from Faculty of Political Science at Department for Politology, where he also earned his master degree in 1989, and doctorate degree in 2004.
He is active in public, cultural and political life. He was an alderman and councilman in Municipality of Old City of Sarajevo, chairman of Municipality Council of Old City of Sarajevo, councilman in City Council of City of Sarajevo and representative in Assembly of the Canton of Sarajevo.
Between 1994 and 1998 he was a member of an Executive Board of the City of Sarajevo for cooperation with UNPROFOR, UNHCR and NGOs.
In October 2005, he was elected Director of National and University Library of Bosnia and Herzegovina.
President of Technical Committee BAS/TC 44, Librarianship of Institute for Standardization of Bosnia and Herzegovina, Academic Ambassador of Carlo Bo University in Urbin - Italy, member of Governing Board of International ISSN Centre in Paris (2010. – 2018.), member of IFLA Standing Committee for national libraries (2011-2015) and (2015. – 2019.) and member of Senate of University Sarajevo.
He actively speaks English and French language and passively Greek.
