In 1971, he graduated Bauman Moscow State Technical University with honors and graduated from post-graduate studies of the same University in 1975 at the Chair “Automatic Plants.” He was a teacher and was involved in scientific activities at Moscow Institute of Steel and Alloys. Established the laboratory “Robots and Modelling,” which was one of the first educational and research labs in the country’s higher educational institutions. One of the educational and research robot packages (ER RP Rhythm) developed under the direction of M.I. Kuzhetsov is currently exhibited in Polytechnic Museum.
In 1990, he was a deputy and a chairman of the Permanent Commission for Education, Science and Culture under the Moscow Regional Council. In 1995-1996. he worked as the advisor in the issues of science, culture and education, the assistant of the Deputy Chairperson of the Federation Council.
Since 1998 – the Director of the Union of the Development of Science Cities of Russia, the author of over 100 publications. Established and is developing a new scientific field on the issues regarding scientific and technical heritage and cultural landscapes of the science cities. An organizer and participant of a number of conferences, seminars, round-table discussions on the said issues (international festivals INTERMUSEUM 2013-2018, conferences “History of Engineering and Museum Affairs,” “Corporate Museums Today,” “Royal Readings,” etc.)
