Miguel Palacio was born in 1984 in Moscow, has a Russian Colombian origin. He was educated at the History Department of Moscow Pedagogical State University, in graduate school of the Institute Latin American Russian Academy of Sciences and Nikolo-Ugreshskaya Orthodox theological seminary. Doctor of Theology (ThDr) Presovsky University (Slovakia). He worked as deputy chief editor of the journal "Personal Development", Institute of Latin America, Russian Academy of Sciences, coordinator of public relations and the press of the World Public Dialogue of Civilizations Forum, Assistant to the Ambassador of Colombia in Moscow, an employee of the Department for External Church Relations of the Moscow Patriarchate. Currently - Head of the Project Office of the Patriarchal Council for Culture, Advisor to the Director General of the All-Russian State Library of Foreign Literature M.I. Rudomino, Associate Professor, Department of Theology, Moscow State Pedagogical University University. He participated in the preparation of the first talks in the history of the Patriarch Of Moscow and All Russia Cyril and Pope Francis (February 12 2016, Cuba). During the meeting, he translated the Primate of the Russian Orthodox Church in Spanish. Developed the concept and content of the cultural and tourist route along Christian Antiquities of Europe (the idea received the support of the Institute cultural routes of the Council of Europe).
