Born in 1963 in Sysert of the Sverdlovsk Region in a family of engineers. In 1980, he graduated with honors from a school in Ivanovo. In 1985, he graduated with honors from the Serpukhov Higher Military Command School, after that – from a graduate course of the military unit No. 11135, Moscow.
Since 2000 — member of the Board of Trustees of the Regional Development Fund.
In 2001, he created and headed the P.A. Stolypin Heritage Study Foundation.
Since 2003 — member of the Presidium of the Free Economic Society of Russia (VEO), and since 2005 – the Vice President of VEO.
In 2003–2006 – deputy of the State Duma of the Federal Assembly of the Russian Federation, Deputy Chairman of the Committee on Information Policy.
Since 2004 — member of the Council on Foreign and Defense Policy (SVOP).
In 2006–2008 — State secretary – Deputy Minister of Culture and Mass Communications of the Russian Federation.
Since 2008 — Chairman of the Board of Trustees of the All-Russian Public Organization “All-Russian Society for the Protection of Monuments of History and Culture” (VOOPIiK).
Since 2009 — member of the Presidium of the Union of Writers of Russia.
Since 2009 — member of the Board of the Ministry of Culture of the Russian Federation.
Since 2009 — Chairman of the Organizing Committee of the All-Russian Award “Keepers of Heritage”.
From January 2012 to June 2014 — Chairman of the Commission of the Public Chamber for Culture and Preservation of Historical and Cultural Heritage of the Russian Federation.
Since February 2013 — Executive Director of the Non-Profit Partnership "All-Russian Choral Society".
Since December 2013 — Deputy Chairman of the Public Council under the Ministry of Culture of the Russian Federation.
Candidate of Historical Sciences. He defended his thesis on the topic: "The Stolypin Program for the Transformation of Russia (1906–1911). 2003, 2011 — laureate of the national prize "Person of the Year". He was awarded the national prize "Best Books and Publishers of the Year 2011" in the "Publishing Projects" category for the encyclopedia "Pyotr Arkadyevich Stolypin".
