Val Kupeev

Val Kupeev is the CEO of the Russian of Office of Film Commissions (ROFC) – the organization set topromote Russia as a filming location and develop regional film commissions in Russia. ROFC became thefirst member of the Association of Film Commissioners International (AFCI) from Russia in 2016.

Val is one of the key persons behind the new Russian federal incentives program for foreign filmmakers set to be launched in the end of 2019, effectively collaborating with The Ministry of Economic development and Russian Export Center. He is also the organizer of the 43rd AFCI Cineposium forum 2019 in Saint Petersburg.

For the past few years Val established connections with the leading global studios, becoming the organizer of the first delegation of Russian producers to the Hollywood studios (HBO, Netflix, RatPac, Sony, etc.) and the organizer of the first ‘Film in Russia’ fam trip to Moscow for the Hollywood studio executives.

As a part of his work for Moscow Film Commission Val and the team of the film commission introduced a whole new film permitting system to a 12,5 mil city and within 1,5 years assisted to over 320 projects. Val develops connections with the film commissions around the globe, promotes Moscow as a filming location and works closely with the city government to make Moscow Film Commission an efficient tool for the local and foreign filmmakers.
