Since 1977, she has been working at the St. Petersburg State Institute of Culture and Arts. Since 2012, she has been the Dean of the Faculty of Library and Information. Doctor of Pedagogical Sciences, professor, Merited Worker in the field of Higher Professional Education of the Russian Federation (2018), laureate of the Prize of the Government of St. Petersburg (2019).

In 1981 Brezhneva Valentina Vladimirovna graduated with honors from the N. K. Krupskaya Leningrad State Institute of Culture (currently SPbGIK) with a degree in library science and bibliography specializing in library science and bibliography of technical and natural science literature. In 1987 she defended her thesis entitled "Development of a Management Information Base as a Way to Improve Library and Bibliographic Services for Specialists in the Region"; in 2007 — a doctoral thesis on the topic "Information Services: Service Development Concept".
