Yashar is the national author of the pan-European project Compendium of Cultural Policy and Trends. He made presentations on the topics of culture, cultural policy, cultural heritage, cultural values in Europe, America, Asia and Africa.
Was born on May 9, 1965, in Baku. He graduated from the Faculty of Philosophy of Lomonosov State University of Moscow. His specialty is "philosopher, teacher of philosophy." He worked as deputy head of the department of ethics and aesthetics at the Institute of Philosophy, Sociology and Law of the National Academy of Sciences of Azerbaijan. He taught philosophy, logic, religious studies at Western University, Academy of Management and other universities of the country. Since 2000, he has been working in the Ministry of Culture of the Republic of Azerbaijan: he was the deputy head of the department of cultural policy, was in charge of sectors for working with international organizations and programs, and intangible cultural heritage. He is currently in charge of the cultural property and registry control sector. He has expert experience in implementing various international programs and projects in the field of cultural policy within the framework of the Council of Europe, the European Union, UNESCO, ISESCO, Türksoy, CIS, GUAM, etc. He was directly involved in the development of national programs and strategic documents, such as the “Concept of Culture of the Azerbaijan Republic”, “State Register of the Intangible Cultural Heritage of Azerbaijan”, “Program of Capitals of Folk Art of Azerbaijan”, “Creation of District Cultural Centers”, “Conservation Portal” museum values”, etc. He is honored Worker of Culture.
